Governor signed SB 305 into law; plate now available at Delaware DMV

DOVER, Del. — Delaware State University alumni, supporters and friends can now show their Hornet pride on Delaware roads. The University’s specialty license plate is in production and available for purchase online, by mail, or in person at Delaware Division of Motor Vehicles (DMV) locations.

The plate began with an idea from Delaware State University’s Office of Alumni Affairs: give alumni another visible way to represent the University. When Alumni Affairs shared the concept with alumni, the response was overwhelming, and that interest set the effort in motion.

“We are so excited to launch this new background plate,” said Tanisha Baker, Director of Alumni Affairs. “It allows our alumni and members of the Delaware State University community to display their Hornet pride while also supporting student needs beyond scholarships.”

Delaware State University's new specialty license plate features the University's signature blue and Hornets logo.

That momentum led to Senate Bill 305, which establishes a special Delaware State University registration plate. Sen. Trey Paradee sponsored the legislation in the Senate, and Rep. Bill Bush carried it in the House. The bill passed both chambers of the 153rd General Assembly, and Governor Matt Meyer signed it into law in September 2026.

“Delaware State University is an important part of the fabric of our state, and I was proud to sponsor legislation that gives its alumni and supporters another way to celebrate that legacy,” said Sen. Paradee. “The tremendous response to this initiative speaks to the pride people have in Delaware State and the impact the University continues to have throughout Delaware.”

Delaware State Sen. Trey Paradee showcases a large replica of the University's new specialty license plate.

“This license plate is another reflection of the extraordinary pride and commitment of the Delaware State University family,” said Delaware State University President Tony Allen. “Our alumni carry this University with them wherever they go, and now they will have another opportunity to proudly represent Delaware State while directly supporting the needs of our students.”

The plate features the Delaware State Hornets mascot on a blue background, with “Delaware State University” across the top. Under the law, the plate carries a one-time fee of $65 in addition to the standard annual registration fee. Of that amount, $15 covers administration, and the remaining $50 from each purchase goes to the Delaware State University Fund to support student access, academic excellence, and University programs. The plate is available for private passenger vehicles and for vehicles with a gross vehicle weight rating of 26,000 pounds or less.

Delaware residents can order the Delaware State University plate online at dmv.de.gov/public.ejs?command=SpecialPlate, or apply by mail or in person at a local DMV location using the application available on the DMV website.
