Purchasing Department

Welcome to Delaware State University Purchasing Department website!  The  Purchasing Department's goal is to provide purchasing services to all of the organizational units within the University.  Customer service and accountability are our top priorities. Purchasing is one of several Departments within the Finance Division. Specific services include but are not limited to central contracting, purchasing, printing and publishing. The Delaware Code Title 29 §6933 allows that DSU may participate in, sponsor, conduct or administer a cooperative purchasing agreement for the procurement of material or non-professional services with one or more public procurement units either within the State or with another state in accordance with an agreement entered into between the participants.  The Director is responsible for establishing, maintaining, and ensuring compliance with purchasing policies and procedures. Applied Optics Center

Body: 
Applied Optics Center An advanced technology center authorized by the State's 21st Century fund. Purpose: Facilitate the formation of strategic development alliances among primarily Delaware-based organizations, and pursue the development and commercialization of advanced optics based products. Initial focus is on laser diode devices and laser spectroscopy. This Center is organized as a non-profit Delaware corporation, Applied Optics Center of Delaware, Inc.(AOC). The AOC Board of Directors represents key industry sponsors (Dade-Behring, Altos, and B&W Tek) and Delaware State University and has met monthly. The Center is housed at laboratories in the Physics Department of Delaware State University. One laboratory is fully operational and the second is ready for occupation. One PostDoc is working with Dr. Melikechi at DSU and a graduate student is working for AOC with Prof. Watson at the University of Delaware. A second PostDoc and two additional graduate students are being sought. Computers and general laboratory equipment are in place and three of the four projects currently planned have commenced. Relationships are being developed with other Optics Centers. We are already addressing the issue of Center sustainability by identifying the core competencies on which the future of AOC will be built and identifying processes for grant applications by AOC and its members.

Even when no copyright symbol is in evidence, every creative work is protected by copyright. Whether you are interested in displaying a graphic from someone else's web site or protecting your own creative efforts, it is useful to understand the federal laws and University policies that protect original works against plagiarism or theft. Fair Use Federal copyright law allows for fair use (without permission) of copyrighted material for educational purposes. To determine whether use of copyright material falls under Fair Use guidelines, there are four factors to consider. To a certain extent, stricter adherence to any one of these factors can compensate for liberties taken with another. The following is the full text of the fair use statute from the U.S. Copyright Act. Section 107 of the Copyright Act of 1976. Limitations on exclusive rights: Fair use "Notwithstanding the provisions of sections 106 and 106A, the fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any other means specified in that section, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright. "In determining whether the use made of a work in any particular case is a fair use the factors to be considered shall include -- the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes; the nature of the copyrighted work; the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and  the effect of the use upon the potential market for or value of the copyrighted work. The fact that a work is unpublished shall not itself bar a finding of fair use if such finding is made upon consideration of all the above factors." All graphics, photographs and text appearing on Delaware State University's home page and subsequent web pages are protected by copyright. Redistribution or commercial use is prohibited without express written permission.
